yes and if you buy 7 million tickets if a 50-50 chance of winning..but if you have enough money to buy 7 million tickets forget the lottery just enjoy your wealth.  There is a possibility when the lottery is carried over several times and is in the hundreds of millions of dollars that some wealthy person or group could buy all the tickets and have a guaranteed win.. but the lottery people are already ahead of us there and do not sell the tickets in bulk .   you would have to visit each and every seller in the state and buy the tickets one at a time the lottery people would catch on very fast and tell the sellers to limit the number of tickets per person.
