h**l yeah you can I am tractor trailer truck driver and my company standers we ever go right on red and we have to wait for the green light i have been doing that for 17 years now you how many people get pissed off at me I dont care let them wait its fun

No bcos it is a choice you can make. You don't have to turn right on red, but since green means go in all cases it's not illegal, just annoying.

Why would it not be legal to stop at a red light? Better yet, why would you purposely not turn on a red when you can but choose to waste your time, gas, yet alone everyone else behind you. It's rude and stupid. Why don't you ask if you can cross the street as a pedestrian and just stand in the middle of the road for a while because you choose to? 1 reason to justify the logic behind your question would blow my mind.

You can have an excuse that there is traffic and you can't turn until your light is green, otherwise I think it could potentially be considered as an interference to the traffic. That's my guess. But no cop in their right mind would fine you for that =) Enjoy waiting for your green!
