Use wampserver to host your site, Use drupal to edit your site. It is easy and you don't need to be a programmer. Just select the options, graphics and modules you want to use and ur site is ready. At first you will need help from those who have already used drupal, after 2 to 3 hours of learning you can know basics. After that you can us google search to solve varous problem and to get your own design.
