can it be an outdoor survival kit? If not then I'd say... flint. Deserts aren't completely baren of wood and shrubs and do you know how hard it would be to make a fire? Not to mention how long it would take and it gets freezing at night time in the desert! So I'd definately take flint. I'd say water but you can drink your pee if you have, too, even though it's toxic.
