  1. Yep. And they make them pick it up at the post office. I was lacking .03 on something I sent to my dad. My step-mom was none too happy to have drive clear to town (live in the country) to pay .03 cents.


  2. No, If there is a return address they will deliver it back to you.

  3. Yes, an attempt to do that is made and if that fails, and there is no return address then is is a lost piece of mail never to be found again.
