If you dont have a passport,which countries will allow a us citizen to become a citizen of their country?

i've read alot about becoming a citizen of another country,from citizenship acquisition to dual citizenship... but if you are unable to obtain a us passport,because of your past,how can you become a citizen of another country?

How can you not obtain a US passport if you are a US citizen?  There is something missing.

It is unlikely that any reputable country will even start the process if you cannot provide a passport as proof of citizenship.
