  1. Both states are members of the Drivers License Compact/Agreement.  A conviction in Virginia will be reported to your home state of Pennsylvania.  If you wish to verify this information, contact the Virginia DMV.

  2. Call the Highway Department and ask. I would not think they would enter every single traffic ticket into their database, but I could be wrong.

As of July 1, 2008 most states have requirements to meet Homeland Security "REAL ID" standard with the DMV.  Part of this bill includes a system called the "NDR" (National Drivers' Registry).  Every DMV must report a suspended, Revoked, or expired license as well as any tickets that may have gone into warrant for FTA (Failure to Appear).  If the ticket was received and you are awaiting a hearing and it has not gone into a Failure to Appear, other DMV's will not have access to that information.  If it does go into FTA.  It will be placed in the NDR and you will not be able to get a DL in any state until that is cleared up.
