  1. It entirely depends upon which states. Some states will allow you to use a permit from anywhere, some you can transfer your permit over, and some you will have to start from the beginning. Some states have pacts with other states, even other countries, to all a full transfer between those states. Any changes that may need to be made usually need to take place within a year of a change in residence. You will have to check with the state that you are moving to. Their driving manual or DMV/RMV website should give you the specific details.


  2. yep....most have laws that do not allow a learners permit to transfer....look at the dmv online and see...all the states are here..i know nc and georgia you have to get a permit in those states..and you retake the test...and if you are on the second step of the license and you are underage..you retake the driving test as well..sucks but you gotta do it
