Sounds like a question for your school's Bursar or Student Accounts office.  I would find out from them what the requirements are for being charged fees.

Are you enrolling in undergraduate courses even though you already have an UG degree, and even though you are in a Grad program?  Unless the courses are being applied to your Grad degree I would not think they would charge you grad fees on UG courses, but I've seen stranger things at different schools.
