If you had to swim a lap of a pool underwater, would it be better to be closer to the bottom or the surface?

I'm one of those people who applies Physics while cheering classmates on in the pool.

Anyway.

So there was this relay race where they had to swim underwater. I figured that it would be better to swim as close to the bottom of the water as opposed to the surface of the water (one of the sports teachers confirmed it) but I really didn't base what I said on anything other than this:

When you bring your finger down to JUST before it touches the surface of water, the water sort of... jumps up and meets your finger? I THINK it's called surface tension (???)

So I figured that you could sort of apply the same thing to this: the deeper you are, the less likely YOU are going to be inclined to come out of the water.

(That sounds so much better in my head...)

Is there any truth to any of what I just said? Or have I proved, yet again, that I can make predictions that are pretty accurate, yet based on made up theory?
