If you have a (203) number while you're in New York, can a New York number call you or can only a Connecticut number call you, assuming you have no long distance?

No matter where you go with a cell phone it is treated as though you are at home when someone calls you. If you have a Connecticut phone number and you travel to New York and someone in New York calls you, even if you are standing next to them, they would dial a Connecticut phone number and pay whatever the rate is.
