  1. Not all states recognize each other's permits.  Licenses are good nationwide, but sometimes states make a fuss about an out-of-state permit, especially if the other state has a lower age requirement.


  2. As long as a licensed adult is in the car, yes.

    {EDIT} No driver's license restricts the owner from leaving a state.  Learner's permits have the restriction of an licensed adult accompanying one with the permit.  When I was 16, I drove to Boston with my learner's permit and my dad was beside me the entire way.  I didn't get pulled over and if I did my father would have been there as a licensed adult.
