they  are going to get thier money one way or the other, so why sweat it? if you won the lottery, be thankful. The judgement will come from it and not your paychecks. If you have anything of the lotto win left after they take what it thiers, you still have more than you started out with before you bought the ticket.

If you win enough that you actually have to go through the lottery offices to claim it, any judgments, liens, or collections filed with the state will be deducted before you are paid. Same thing happens when you are due a tax refund.
