  1. Yes, anyone who is a resident of Texas can get a State ID, as it has nothing to do with your ability to operate a vehicle.  State IDs are even recommended for people who have no license or a suspended license.

Depends why your license was revoked.  If it was revoked for driving reasons, like a DUI or something, then yes, you can get a state ID.  If it was revoked because you weren't eligible, like for example you turned out to be an illegal immigrant or a non-resident of the state, then you aren't eligible for an ID either.

  4. You can get a state ID anywhere, no matter what the reason the suspension of your license. In fact, I believe you can get a license for work purposes only. Meaning that you will be able to drive legally to and from work depending on the severity of the revoketion. Sorry, I can't spell that word. Anyway, at least I believe that's legal in all states.
