If you have a unpaid ticket for fishing w/o salt water fishing license can you still get a drivers license?

My boyfriend got a ticket for fishing without a salt water fishing license in Florida and naturally didn't pay it and he is moving up to Ohio where I live now and I dunno if he can get his drivers license or if there will be a problem. Will there be extra fees if he decides to pay his ticket?

Fla DNR ticket is pretty much the same as a traffic ticket,he needs to pay the ticket off,and yes,there will be late fees,warrant fees etc.
