  1. Broken springs are bad, the springs are the main component in the suspension. If your car is sagging on one side then you need to have the spring replaced (or whatever is broken, could be a spring saddle or hanger)

  2. MOT?  If you are referring to a state safety inspection the answer is yes, for the same reason I am going to tell you that it is very important to get it replaced - state inspection requirement or not:  

    A broken spring at any wheel will cause the car to ride with a "limp" or low on one corner. This causes the suspension to be out of alignment and makes handling unpredictable especially under hard cornering or braking which can cause loss of control during an urgent or emergency maneuvering event. For your safety and that of everyone else on the road please have the broken spring replaced. Optimally you should replace the springs on both sides of the affected axle at the same time using new parts. However in the real world of tight budgets, replacing the broken spring, using a used spring, will restore the vehicle to a balanced and safe condition at a reasonable cost.
