I think, like much of the law, it comes down to intent.  Are you intending for it to be a seductive, come hither wink?  Or are you just re-moistening your eye ball, which is more of a blink?

That depends.  Winking is a voluntary motion.  Blinking is involuntary.  So, if you're trying to do one, it's winking.  If you're not, it's blinking.
