Absolutely not - you're required to prove you hold a VALID license in one state to transfer to another - they can and will check.  Another point of interest might be: let's say your license in NY is suspended - for whatever reason.  If you drive in NY again, without having cleared that suspension; you're in violation.  Your PRIVILEDGE in that state is suspended; period - even IF you have a license from another state that's valid.

  4. No the DMV is nationwide.

  5. NO !  One of the first questions they ask on the application is , has your license been suspended or revoked in any other State ! If you lie ! They can press charges for false information.

No. You lose your license because you do something against the traffic rules or against the law....so another state is not going to say "oh, well that happened there, so lets give them a new one here". Doesn't work that way. Your driving record follows you everywhere.....just like your criminal record. You will have to take care of whatever caused your license to be taken away....pay your fines if you got tickets, wait out the suspension, etc.
