If you make a phone call anoymusly, is there anyway that someone can trace it?

Like a machine or something from radio shack or something.

I know the cops can, but is there a way a citizen can. I want to make a phone call to someone with them knowing who it is.

  5. Well the only citizens that can trace it are the people that work in the call centre for the phone provider, and it willl also show up on the bill (if you made the call from a pay monthly mobile or landline)
