No, unless you take your payout via bankwire, then it's a percentage fee, but Full Tilt doesn't offer bankwire withdrawals right now anyway.  FullTilt and other poker sites make their money by skimming a percentage of each and every pot before you even win it!  So they really don't care if you win or lose as they have already gotten their share.

Who?  Sometimes there are fees associated with cashouts, but they don't take any kind of commission when you win, if that's what  you're asking.  Generally, with the cashout structure they have now, you get one free check per month or bank transfer per month and each additional has a fee.  But it's not a percentage.  Usually it's a flat rate around $20 which covers processing fees.
