There are several ways to make a pga tour card.  You must be on the top 125 money list in order to keep your tour card, or have an exemption.  There are several ways to get exemptions.  Winning an event gives you a 2 year exemption.  Additionally, players with a certain amount of lifetime wins have lifetime exemptions.  Additional information can be found on the pgatour website.

  5. No.  Their is the fall series after the tour championship which allows players to get into the top 125.

Finishing in the top 125 assures you a tour card for 2009.  But the guys who finish in or around the bubble generally don't get invited to play in as many events, so they're generally forced to play in numerous Monday qualifiers in an effort to qualify for the regular tour events.  Guys finishing just outside the top 125 are given eligibility into the latter stages of Q-School, as well as numerous exemptions into Nationwide Tour events.  

    So to answer your question, the top 144 (who make the playoffs) don't necessarily get their tour cards for '09.  19 of them will fall short come the end of the tour championship.
