This depends entirely on intent.  A wink is entirely a voluntary action whereas a blink is generally invovluntary, though can be voluntary.

one eyed is not exposed -- usually wears a dark glasses --under the glasses what ever done is not seen

LOL...it doesn't matter if you have 1 eye or both...a wink is a wink, and a blink is a blink.

Blinking is the involuntary , rapid closing and opening of the eyelid to keep your eyes moist.

A wink is when you do it slower, on purpose...to show you are kidding about something, or just winking at a girl or a guy to show affection...
