Most people won't hop into a cab for just a few blocks, charging by distance (with a standard start rate) is the only way to make sure that you are making the most for the service you provide.

The rate you charge is usually controlled by local ordinance. For example, In NYC it is required to charge a set fee by mile and time, unless it's between states (negotiated rate), or airport to city is a given flat rate.
