If you plant flower seeds to deep will they still eventually come up?

I planted them to deep i guess. it's been about three weeks and the only thing coming up so far are weeds.

Yes you may have planted them too deep. Depending on the type of plant and your climate, you only need to plant about 3-4 inches under ground at most. Also when you plant too deep there isn't enough oxygen for the seed to grow, so you might have suffocated them. Try and see if you dig one up, if you can re plant it.
