tell the cops someone you know is doing oxycottins. can the person you know get in trouble if they dont have any drugs on them?

Your friend definitely could not be charged based on your word alone. The only circumstances in which she could get into trouble would be if after you told an officer, the officer somehow used that information to obtain more evidence. One way would be to use your information, probably in combination with other things, to get a judge to issue a search warrant for her residence and vehicle,  which might show that she did have drugs. Your information would have to be both credible and detailed, though. So the short answer is no, but the long answer is that it depends on what evidence they can find that she does possess oxycontin.
