  1. You're welcome to furnish it but you have to get the OK from you're landlord to change anything structural

  2. You generally cannot paint or redo flooring without permission from the landlord/property manager.  As for new furniture, if it's an unfurnished house/apartment where you need to supply the furniture and then take it with you when you move, yes you can buy new furniture.  However, if you're renting a furnished place then you would need to speak with the property manager/landlord.

It does not matter how long you're renting.  When you rent, you do not own the place and cannot make cosmetic changes without permission.

  3. You need to talk to the owner about new floors and paint.

I let my renters, as long as they are paying for the alterations.

You cna buy as much furnature as you want.

  4. you can have it stated in the contract. or if the its more verbal agreement, talking it with the owner can settle the matter.

  5. Generally, painting and redoing the floors would not be allowed without express written permission from the landlord.

I require any painting to be done by licensed contractors with proper insurance, the tenant pays though. I would require the same for the floors being redone.

  6. .   YOu can paint the walls as long as you are willing to paint them back to the previous color when you move.  (no landlord would make you do that but that's what the law says).   You can buy new furniture but you can't throw away the old stuff.  YOu can redo the floors.

Sounds to me like you are a homeowner "in waiting" and you should be buying not renting.

  7. you must have permission from the landlord to paint and it must be returned to the original color upon moving.

if the house is furnished you need to tell the landlord you would like for them to remove their furniture as you will be purchasing your own.

floors you must get permission and this would all be at your own expense
