yes you can, I have but i have some experience on going after people like that.  If you don't report it what might happen will the driver make it home safe or will they kill someone.

Anytime I witness an impaired driver I call 911 to report. There are many reasons and I do not assume that they are under the influence but rather that they appear to be having some difficulty. The way I rationalize calling is thinking to myself-If I was home and the police came to my door to tell me one of my loved ones was killed by an impaired driver, wouldn't I have been thankful if someone called it in to stop them?

yes. i actually called the cops on Halloween one time because the people in front of me were driving crazy and they threw a can out of the window that looked like beer.  i dont know if they were every caught. i had my kids in the car and i wouldn't want them to hurt an innocent person because of their stupidity

Yup. I've called a couple of times. If someone's driving erratically, they could kill someone. Plus, just think if it was someone having a seizure or something, they'd probably be happy that someone called the police to help them.

Yes. It is referred to as Driving Under the Influence. Any drug or substance that affects a driver's ability to use sound judgement and react appropriately and timely to stimuli is extremely dangerous. Anyone under the influence needs to be removed from the roadway.
