  1. I am a bit confused by your question, but I think you are asking, that, if an agency changes names (or is taken over by another agency), does the continuing  c ontact contract you signed have to be done again, or should it still be honored?

If that is the question, then -- yes!  the second agency should honor the contract your signed, even though the agency either changed names or was taken over by another agency.

Write a certified letter to the agency, and ask to be mailed a copy of the contract you had, asked that it be honored immediately.  As I mentioned, make sure you have also honored the agreement throughout these years.  Perhaps the contract stated that if you failed to honor the agreement, and several years passed without contact from you, the contract would be invalid?  Check into it, and find out!  Good luck to you.

  2. If you haved signed papers once, you should not have to sign again. Go to the court where the adoption was finalized and they should have a copy of all the papers filed.
