    I guess to answer your question honestly then, yes you would get refunded the money.  But have you known of anyone that actually happened too?  Because changing your residency status is a very lengthy and long process (and they make it so darn hard to understand).  Sure they will explain to you the process to have it changed but in the ....six, seven, eight,  nine years I've been working in higher ed I've never known a single person who had that successfully changed.  You might ask the lady behind the desk how many people apply and how many get denied.


  2. If you are considered in state in the same year you were award (07-08) then yes you will get a refund because that means they charged you too much, but if you became in state in a different school year (08-09) then no.
