If you understand that an organization is supposed to spell out every thing it does?

So that it can coordinate efforts within it substructures, how can you believe that this country is to do ANYTHING without documentation and process?

If there is no operational boundary limiting the State's function, you cannot be sure that you have any rights which it is bound to respect. With the rule of law, those people populating the structures of government will balk if given illegal or unethical directives. Remember, while we may have a political system it is made of people and therefor the human factor has a delimiting influence on how power is exercised by those who wield it.

They do not qualify to be tried under the same rights as our legal citizens.  Why spend the money on terrorist.  I think a major outbreak of lead poisoning is the correct action.  I wish I was as rich as the bleeding heart terrorist supporting liberals.
