  4. I'm not sure where you live, but when I used one a few years back in San Diego, it connected me to the California Highway Patrol. They can send a tow truck, emergency services, or even help you if you are lost (which is why I used it) in the middle of nowhere.

  5. In California, it will be a Highway Patrol Dispatcher.  Same as when you dial 911 on a cell phone.

    The difference is that when you call from a roadside emergency phone, the operator will know the EXACT location of the phone, while, from a cell phone, they can only tell within several hundred yards, or farther in rural areas.

An emergency services dispatcher will answer...Try not to use one though because you are standing outside in the weather along with the traffic noise...It is extremely difficult to hear the operator...Display a disabled vehicle signal - hood raised, white cloth on door handle, emergency flashers on, emergency reflectors or flares...After you set up your vehicle, get back in the vehicle and use your cell phone...Do not open the door or window for anyone except a law enforcement officer.
