If you use flip summon guardian sphinx to use its effect can you use its second effect right after the first?

when you flip it face up and use its effect to send things back, then you may use its second to flip it back face down. i run a deck with it and thats how you should use it.

Yes, but only once a turn.  You can flip summon Sphinx, send all opponent's monsters back, and flip Sphinx facedown again, but you can't do it again until your next turn after that.
