you have to dial 00 to begin any international call.  Next you need to know the country code and area code.  

If you dial Florida number, for example - 305-555-4589, you'd dial 00 1 305 555 4589 because 00 is the int'l code, 1 is the country code and the rest you know.

If you want to dial a number in England, you'd dial 00 and then 44 to get to the UK and then your local number (dropping the 0 usually listed in local numbers).
