  1. def both.  buy lifting before cardio, you will use up more muscular glycogen meaning when you start your cardio you will burn more fat


  2. Of course both are good for you, but if you are just strictly looking at losing weight, cardio is the way to go.  I would do both if I were you, but more so on the cardio side.  Those kinds of exercises burn more calories than weight lifting.  At the same time, the more muscle you have, the more calories you can burn.  Try a bit of both.  It'll help with keeping your workouts interesting too.
