If you want to submit an original play for a`contest is it a good idea generally to give a short description?

Any time you can add value in a short period of time, to keep the readers enthused and moving forward, you should take advantage of it.  If the description of the characters (or the synopsis, etc.) is helpful in engaging the readers, judges, then definitely yes, include it.
