  1. Either. The meridian line passes through plenty of ocean.

Notably, it passes through Greenwich, London, which used to be the centre of "Time" itself.

  2. the line of zero degrees longitude is covers land and sea,

so it would depend on how many degrees latitude you are at.

  3. Lines of longitude, which meet at the Poles, are known as meridians. The one that runs through Greenwich, England, is internationally accepted as the line of 0° longitude, or the prime meridian

  4. If you are at 0 latitude and 0 longitude, you will be in the Atlantic, just south of the coast of Africa riding a boat.  If you just think of 0 longitude, it goes from pole to pole through Arctic Ocean, Europe, Africa, and Antarctica. Over the Ocean and seas, you will be on the boat; on European land you may ride a car; in Africa you run through the Sahara Desert on camel; and Antarctica … ? some good ski would be handy.
