More cops:  more money.

Put lots of police officers on the street and very visible.  

Not sitting in an officer waiting for a call to come in.  On the street where the crimes happen.  Put them there at the ready.

Double the size of the police department and put in special units designed to enlist the community to help get the criminals off the streets.  Honest citizens do not want to live in a gang or crime infested neighborhood.

Do like LAPD did...  Start a gun unit and have them entrap all of the gun dealers into doing illegal stuff so that you can shut them down!
