Buy what is comfortable for your bottom.  for a few extra $$ FOR COMFORT- NO BRAINER

Are you talking about toilet paper? Even if I was hurting for money, I would still get two ply paper. One ply TP is ffing useless. Doesnt hold up under wiping, or messier situations, or if you want to use it to clean some minor spill or something.

As far as facial tissue, I rarely use it so I have no opinion.
