Organize a citizen based army(instead of the mercenary and professional style army), Re-organize the senate by introducing democratic reforms to the government.

    Build defencive fortifications, but most importantly try to get the people's spirit back.

There wasn't much that could've been done. The Western Roman Empire had been in decline for quite a long while already, and most of the wealth were following into the Eastern Empire (they also had better commanders and soldiers).

Unless, the person could get the Eastern Roman Empire back into the fold of the west half, the fall of Rome was inevitable.
