  1. It would surely contain a cash pay back for single family residences to replace an existing furnace.  tax credits do not stimulate the lower middle class and they are the ones replacing old, failed equipment.

    tax credits would be good for new construction, and excellent for multi family dwellings.  

    any bill should raise the standards for multi family dwellings, at any rate.  these dwellings are usually cash cows for the developer and one way or another the utility bill is partly paid for by the public.

  2. Since congress is so fond of giving away money, I'd say give a rebate of $500 to every house hold system installed.   Maybe some low intrest loans too.   If  a hundred million houses in the US installed them we would owe the equivalent of 25 stealth bombers in money.

  4. if you call your district representative or one of your state senators. im not sure how you would get their number but im sure if you looked through the phone book or stopped by your local court house and asked a receptionist they could help you. part of our representatives and senators are to do case work or working with the people of their state to pass bills and understand the needs. if you call them or contact them and tell they that you think it would be a good idea to pass a bill about geothermal energy/heat pumps they could tell you exactly what it would contain and who it would concern and all of the important aspects of it:)
