If you will rate the activity space agencies ;what will be your order and why??

RUSSIAN SPACE AGENCY

NASA

CHINA

CANADA

UKRAINE

BRAZIL

I'd definitely put the Russians first.  They're the ones offerering RELIABLE service to the ISS, even for tourists.

Hmmmm.... That's pretty much in order, but I'd put Brazil ahead of Canada.

The Russians launch more rockets than we do, but we launch plenty. China is the 3rd country to send up men, and Brazil is in the midst of developing a large space center. Canada is active in space, but has no launch complexes, and (if I'm not mistaken) Russia's manned space program is from Baikonaur, which is in Ukraine.

Although NASA isn't doing much, its the only game in town. Russia is moribund.  China is horribly behind, but it may have the most potential.  France has a launch industry, but nothing in the way of exploration.  The others are basically  nonstarters.
