If you work at a temp agency does that mean your a contracted worker?

Basically yes. The temp agency has the contract. But if the company you are doing the temp work for likes the way you work they can also buy out your contract or hire you straight out.

I have worked for temp agencies and was going to be hired by the company, but right before they could hire me on there was a hiring freeze placed on the company.
