  1. It isn't a matter of the complex letting other people do this, they just do it and the complex probably doesn't know who they are any more than  you do.   You could ask them to put a notice in with rent notices that tenants may be responsible for the actions or damages caused by children and that all trash must be put in the proper recepticles and anyone violating that are in violation of their lease. See if they will do that for you.  You can't force them to pay for your car as they didn't damage it, someone else did.  It is same with the police.  You might consider a way to set up a camera to get photos (not audio as that may be illegal) of the vehicle or put an alarm on it that will go off if someone touches the car.  But then you still have to catch them to see who it is.  You could write a certified letter to the apartment complex indicating to them that there has been damage to your vehicle and that the parking lot does not have adequate security or surveillance cameras and that this is a dinger to tenants and to property on the premises as someone could be injured or hurt by either trespassers ont he premises or other residents and this could be remedied by surveillance cameras in strategic places.    But I know of no way to force them to do that.  Yet your notice to them puts them on notice of a potential problem and if someone were injured on their property, they may be liable in negligence.  Won't hurt.  Then when your lease comes up,  you may want to consider moving into an  area with more security.

    Good luck to you.

  2. Find out about what time they do this whether it is the trash or the kids playing in it. Call your local police department, not 911 and tell them to just drive by at about that time for a few days, if they have someone available at that time they will.
