Im 13 and i want to start fencing but i think that 3ft is too long of a blade for me, what do i do???

I'm almost positive you could get them from blade fencing (US) or uhlmann (Europe).  A normal blade is size 5, so look for ones that come in size 3.  Both of those places will let you order a french grip.  

I think you are making the wrong decision.  Learn to use a full size blade.  They weigh under a kilogram.  You won't lose any reach.  Only 10 year olds compete with weapons that short.  It seems like a bad idea to buy a weapon you will outgrow in a few months (and really have outgrown already).
