Im Stuck In The Xbox 360 Dashboard And i Cant Get...

im stuck at the xbox 360 dashboard where it has marketplaces, my Xbox and stuff ... i cant get out of there and play my offline games ... and im having trouble signingup for xbox live it says Xbox live does not associate with my windows live hotmail because my locale is different or something so it seems im having 2 problems... Signing Up and Playing Offline... so if u guys got some ideas it would be nice
