yes. go to the us embassy in manila he can enter the embassy since he is an american citizen and get the informations there himself and you would fall under k3 category...GOODLUCK kababayan!

Does your husband live in the Philippines?  If he's living there, as a resident, he can file directly with the embassy.  This is called Direct Consular Filing.

If he's in the Philippines as a visitor he's required to file with the USCIS Service Center that's responsible for his state.
