as of 1995, you would need a Schengen visa from the Spanish Embassy in Makati (5th floor ACT Tower) to go to Spain. i don't think there is a Spanish tourist visa anymore since the Schengen visa is the only travel document you need in your passport where you can travel anywhere in Europe except the UK, Ireland, Liechtenstein, and Andorra.
