I`m a international student in UK my visa is expiring in august can i apply for a student visa to US in july?

Victor, Unless there is someone from the US Embassy looking at this site you are unlikely to get a serious answer.

Contact the embassy and ask.  Most countries expect you to apply for a visa from your country of residence.  If you have a long term student visa you will probably be able to argue that you are resident in the UK. Start making your enquiries now because it will not be an easy process and you will have to attend an interview.  If you have a student place in the US then your receiving college will be able to advise.
