Im 12 almost 13 and im extremly shy and i havnt taken babysitting courses but i babysit my brother and i cant use my lawn mower(my parents are like your not using my 200$ lawnmower) so whats can i do?

Go visit your elderly neighbors and ask them if they need anyone to clean out their basement or garage, rake leaves, pull weeds, shovel snow in the winter, take out their trash, etc.  Charge reasonable rates, as the elderly usually spend a lot on medicine.
