You don't have to have parental consent, although if your parent's don't want you to, you will have to respect their wishes.

This is a big responsibility and you are very lucky that someone thinks so highly of you!

To become a Godmother there must be a baptism ceremony which isn't until after the baby is born. Probably a few weeks after the baby is born.

I became my little cousin's Godmother when I was 16. I do not believe there is an age requirement.

A godmother in a religious sense is just a person who guides the child religiously. You are old enough to do that. If you are written into a will to have legal guardianship and the parents die before you turn 18, you can just drag the case out in court until your birthday.
